WHAT ARE THE WAYS TO ACQUIRE CITIZENSHIP IN TURKEY?

For foreigners who wish to live, work, invest, or build a long-term future in Turkey, obtaining Turkish citizenship is an important decision. Turkish legislation offers several legal pathways through which foreigners may acquire citizenship. Each path has its own requirements depending on the applicant’s personal circumstances.

Below are the six most common and widely used methods for acquiring Turkish citizenship.

1. Citizenship by General Application

This is the most traditional route and applies to foreigners who have lived in Turkey for several years and made the country their primary place of residence. Under Article 11 of the Turkish Citizenship Law No. 5901, a foreigner may apply for citizenship if they:

  • Are of legal age and have full mental capacity according to their national law,
  • Have resided in Turkey continuously for 5 years prior to the application date,
  • Demonstrate their intention to settle in Turkey (such as owning property, establishing a business, working in Turkey, or having family ties),
  • Do not pose a risk to public health,
  • Lead a lifestyle indicating good moral character and social adaptation,
  • Have a sufficient command of the Turkish language for daily communication,
  • Have a legitimate income or profession to support themselves and their dependents,
  • Pose no threat to national security or public order.

This route is best suited for individuals who have already built their life, work, and family connections in Turkey.

Citizenship by Investment

Foreign nationals who make a certain level of economic investment in Turkey can obtain the right to apply for citizenship within a relatively short period. The most preferred method is purchasing real estate. As of today, buying a property worth at least USD 400,000 and placing a three-year no-sale restriction on the title deed forms the basis of this application. Alternatively, other investment routes such as bank deposits, investment funds, government bonds, or creating employment are also available.

2. Turkish Citizenship for TRNC Citizens

Citizens of the Turkish Republic of Northern Cyprus (TRNC) have a more streamlined process.

  • Individuals who are TRNC citizens by birth may acquire Turkish citizenship through a simple written request, subject to the approval of the Ministry.
  • Those who acquired TRNC citizenship later must apply under the general provisions like other foreigners.

Spouses do not receive citizenship automatically, while children are assessed according to the relevant legal provisions.

3. Exceptional Acquisition of Citizenship

Certain foreigners may obtain Turkish citizenship without meeting the standard requirements through an “exceptional” process. This is granted by Presidential decision.

According to Article 12 of Law No. 5901, exceptional citizenship may be granted to:

  • Individuals who bring industrial facilities to Turkey,
  • Those who provide economic, scientific, or technological contributions,
  • Persons with outstanding achievements in science, culture, arts, or sports,
  • Holders of a Turkuaz Card and their families,
  • Individuals deemed necessary for citizenship for reasons related to national interest.

This method is intended for highly qualified individuals, investors, and persons contributing significantly to the country.

4. Citizenship as a Registered Migrant

Under the Settlement Law No. 5543, individuals who are granted “migrant” status follow a special procedure.

  • Settlement procedures are completed,
  • A migration file is prepared by the Directorate of Migration Management,
  • The final decision is made by the Presidency.

This path generally applies to groups with historical, cultural, or ethnic ties to Turkey.

5. Citizenship by Marriage

A frequently asked question is:
“Do I automatically become a Turkish citizen if I marry a Turkish national?”

The answer is no.

Marriage to a Turkish citizen does not automatically confer citizenship. However, foreigners may apply if they meet the following criteria:

  • They have been married to a Turkish citizen for at least 3 years,
  • The marriage is still ongoing,
  • The spouses live together as a family,
  • The applicant has not engaged in any activity incompatible with marital unity,
  • The applicant does not pose a threat to national security.

If the Turkish spouse passes away after the application is made, the requirement to live as a family is waived.
In cases where the marriage is annulled, the foreign spouse may retain Turkish citizenship if they acted in good faith.

6. Citizenship by Adoption

A foreign child under the age of 18 who is adopted by a Turkish citizen may acquire Turkish citizenship.

The key requirement here is:

  • There must be no threat to national security or public order.

This method is designed to protect children and maintain family unity.

Turkey offers several pathways for foreigners to acquire citizenship, depending on their circumstances. Whether through long-term residence, marriage, investment, or exceptional achievements, the appropriate route depends on a careful evaluation of the applicant’s personal and legal situation.
